Shy Stray Kitten.....?

I think it is a good move taking him to the vet. It is nice you have set everything up for him but being in the basement he is not being exposed to the daily functions of the house and people etc. would it be possible for him to move upstairs with your family. Socially kittens learn a lot when they are very young, he might be scared down there by himself.
