Would you watch a tv mini series based on Tom Clancys "Red Storm Rising"?

I probably would watch this. The success of the show will depend heavily on the ability of the screen writers. This was a pretty good book with a lot of detail and things that could theoretically happen (as you stated) so it is extremely important that the screen writer's interpretation is very close to Tom Clancy's.
