Is it proper to discreetly stare at hot guys while they are rinsing themselves off at the beach?

I'd like to know if it's okay to stare a lot at hot guys who are sandy and then discreetly follow them to the open air showers at the beach so while they are rinsing off sand you can see their tan lines and stuff? I usually discreetly stare from a very close distance as to not appear as a sort of pervy stalker. Actually I get right up close and just discreetly stare right into their salty yet languid eyes.
