World of Warcraft unable to connect?

everytime i try and log in it comes up with an 'unable to connect, lease try again later, if the problem persists pleasecontact techincal support at...' etc. I have repaired the game, i have reinstalled but nothing has worked, and I don't understand half of the things they are talking about on the help site, can someone please tell me what to do? ty, 10points best abswer ofc.
